URD ESR Power Close damper not operating - shaft not turning

MA-ESR spins with power cycle, but shaft on damper does not rotate. Dampers are stuck shut - no air flowing into zone. What are the troubleshooting recommendations? Notice on URD says to not operate damper manually.

The MA-ESR damper is a discontinued model, unfortunately to fix the problem you are having you would have to replace your entire damper.
