Too hot on second floor

I have a two-zone system, one for first floor and another one for second floor. During winter time, it gets too hot on the second floor than first floor with a nine degree difference. i went all winter with this. During summer time with the central air conditioning on, I would notice that it'd be 80 degrees on the second floor and it's 70 degrees on the first floor. When this happened ,I would go down in the basement and damper on first floor was open and second floor was closed. I'd open the damper manually and that would give me cool air on the second floor. Is this a damper problem? Is it the zone system itself that needs to be fixed? Thermostat? Who do I call, HVAC people? Is this something i can fix myself?Please help.

It sounds like your damper is not properly opening if you would like for me to help you troubleshoot it yourself before calling a HVAC contractor contact me at the number below.
