I need to know if The EWC UT 3000 has zone priority? If not does EWC make a control board that does? My current project has three zones; one for each floor. Two stage variable speed/ natural gas heat with two stage A/C. Also, how many wires are needed at each thermostat location assuming programmable thermostats?

The UT-3000 along with all of our other boards do not have a priority zone.
You can however use relays on out non communicating boards to make one zone a priority for heat or cool.
If you plan to use programmable thermostats with our non communicating panels, the amount of wires depends on the amount of stages you will be controlling.
Do you have two stages of heat as well as cooling?
It also will depend on the zone panel you choose to buy.
The UT-3000 if used with communicating thermostats will only require 4 wires.
The NCM-300 ans BMPlus3000 can require up to 6 wires and the UZC-4 can require up to 8 wires depending on the application.
