damper sticks open

EWC 6W 24V 60HZ motor (pre 2003 model)
Trolatemp Automated Opposed Blade Damper 31/99

2 zone heat system and zone 2 damper stays open. I was able to get it to open and closed a couple of times when I pulled the unit and manually made the connection. But it did not always close when connected and at one point when closed it opened without any call from the thermostat or my manually connecting the circuit.

The damper is getting 24v from the panel (same as the zone 1 damper motor). So I assume the problem is with the damper motor.

Is there a way to test the motor beyond what I have done?

The motor is riveted to the damper frame, so do I need to replace the entire damper/motor unit?

How do I find the replacement parts?

If its a old Trolatemp motor you are going to need to replace the whole damper.

This is from prior to 2000. Maybe earlier. Is there a cutoff date you could help me with. How could I determine for certain if the motor only can be replaced or I need to replace the entire damper. How would I test the damper motor?
