BMPlus 3000 (rev A) pressure issues

We just bought a place with a BMPLus 3000 installed. It changes the hvac into a 3 zone. I have shut down 2 of the zones from the thermostat but having poor pressure on the third zone. Even there I am getting very different pressure from different vents. I checked the LEDs and it seems to be working as needed including the status of the damper. I have been having this problem since I shut down the hvac system to see which main switch goes to which unit on Friday. help is appreciated.

I confirmed that the condenser fan outside for this unit was not rotating. I am having someone check that out. Could it explain the uneven pressure across the vents?
