Damper motor only working one way

I have an EWC-ST.-2D panel with motorized opposing blade damper, when I get a zone 2 call the zone 1 damper motor activates and closes and the zone 2 opens.... No problem, but when the zone 1 calls the zone 2 will close but the zone 1 will not open. Is this a zone motor issue since the motor is working in one direction or a panel problem?

It sound like the motor is not getting a signal from the board. Give a call have an electric meter and I will help you.

I put a volt meter across the 24volt tformer with the zone 1 call on and got 24v reading.
I can call tomorrow I should be home in time.

Need to know more and a electric meter to find out where the problem is. Call office and I will go over with you.
