UZC Problem

I have one in my home and I noticed that with the 50% rule in the "on" position on the board it was not activating Y2 which energizes my 2 stage compressor. I am using 3 zones and all 3 thermostats were calling. I have tried resetting the board. I have the timer set to off.

Well I have solved this problem but I dont know if the board is suppose to work this way. If I move the dial below the 7 minute mark on the staging dial, stage 2 never kicks in. Set it on the high side of 7 and it works.
