Open when it should be closed - closed when it should be ope

The set-up:
  • 2 zones (one for each floor)
    Central air and heat
    MA-ND4 for the zone in question, second floor
    EWC BM2000 control panel
    The house is new to us
The issue:
When the air-conditioning is turned 'on' on the second floor, the MA-ND4 closes (red light).
When the air-conditioning is turned 'off' on the second floor, it opens (green light).

The motor does work. I can watch it change position and change status (the light) when prompted.

What I have done:
I removed the entire damper from the vent with the motor attached and showing green. The damper is open. So green does equal open.

I looked at the wiring to determine which set was connecting the control panel to the motor.
Motor set up -
1 = red
4 = white
6= blue
Control set up -
1 = red
2 = white
6= blue

I changed the control set up to match the motor (4 = white).

This did not fix it.

The question:
What needs to change to have the zone 2 open when the air is on, and closed when the air is off?

Zone 1 is working properly.

Do you have a voltmeter?
With the board idle and no call for heat or cool on any zones, what lights are lit on the board?
Is the Z2 light lit?
Anytime that Z2 light is lit the Zone 2 damper should be open. Is this the case or is it the opposite?

Thank you for getting back to me.

I do not have a Volt meter.

Control Panel
With no calls to the system being made:
The Z1 light is lit.
The Z2 light is lit.

Dampers
Z1 damper - closed, red light
Z2 damper - open, green light

I have attached a photo of the control panel. Z1 and Z2 lights are lit.
You will also see that the Status light appears to be lit but in fact it is flashing - the camera just happened to catch it on.
**I took this photo before changing the white wire from position 2 to 4 for Z2 on the control panel.

Turn the A/C on in the second floor.
Test voltage on the 2nd floor zone motor terminal block between 1 and 4. Then check between 1 and 6.
Check for voltage between the same terminals at the second floor zone motor itself.
You should have the same voltage at both locations.
