ND Dampers partially open?
Can ND dampers be set to remain partially open when its zone is not calling, then open completely when the zone calls?

Yes the ND dampers could be set the way you described. You would want to utilize the end stop adjustments to allow for a particular amount of leakage. I have attached a document that shows how to use these stops.
You want to adjust the one with the "1" next to it. That is the stop that prevents the damper from closing 100%.
