Contractor left a wiring mess

My HVAC contractor considers this a complete job (see attached photo).

How is this remotely acceptable?
I'm also 90% sure he has wired the Heat Pump to never come on and rely exclusively on emergency heat.
What's my recourse here? I'm a EE, so I reluctantly might take it all apart and rewire it properly.

In my eye's no that is not acceptable. But we also have no control in who puts our products in. I also just realized that your dip switches are incorrect you board is not set up for Heat Pump.

Steven, thanks for your note. I will give you a call.
Also attached is my proposed wiring scheme - anything you see wrong with this?
Also note my thinking on DIP switch settings in the image. Does that look right?
