MA-RSD not working with hot outside

It appears when it is hot outside 90+ in the afternoon, the upstairs (Zone-2) receives no air flow. The rest of the house (Zone-1) is working as design with cool air. I check the thermostat and is is correct and says cooling in Zone 2. The board on the HVAC is greenlit with Zone 2 and the unit is blowing and the AC unit is working. The only thing is the MA-RSD must not be opening. However, at night when it is cooler, Zone 2 works. This only started happening during 90+ degree days.
