Is my MA-ND4 malfunctioning?

I noticed the furnace is not keeping the house warm as it should. Then I went to the basement a noticed the zone control damper, a MA-ND4 model, keepings flashing between green and red (open and close, respectively). I tried to power cycle the power switch and nothing changes. Is this MA-ND4 malfunctioning or gone bad? Appreciate any help!

The relay went on the MA-ND4 motor that controls the lights. Your damper should still open and close when it is supposed to. You just cant look at the lights now to see if it is open or closed.
