EWC-ST-2C Controller

I have a 2 zone system with a EWC-ST-2C controller. System installed in 1994. Have had no problems until now. Zone 1 calling for heat, zone 1 typically opens (not always) but zone 2 is open. Zone 2 area gets very hot. (zone 2 damper is all but impossible to get to without pulling some ductwork apart). looking for information on troubleshooting if problem is controller or dampers.
