UT-3000 with 2 CTK02's

I have an AC only system with a UT-3000 and 2 ea. CTK02's. I am not sure if this is normal. A zone is 2 degrees above setpoint, The UT-3000 is only showing that the stat is calling for 60% AC not 100%. That zone is set at 45% of system load so UT-3000 is only calling for 40% AC from outside unit. Room not cooling well.
