Heat Pump Settings

I recently moved into a fairly new house as the second owner. The system is a four zone heat pump with electrical supplemental heating. The electric bill is high and the unit doesn't appear to heat very well. I started checking out the system and have a few questions. There is no outside air temperature sensor and the heat pump is running even when the temperature is in the low 20s. All zones have heat pump thermostats(Totaline P274) and is controlled by a BMPlus 3000. However, the thermostats W1 and E points are not jumper-ed together, so I am thinking even though they are heat pump thermostats, they are acting more like conventional. So, should the TSTATS switch be set to HC or HP? Also, should the EM/Normal switch be in the normal position?

It does not matter how the thermostats are set as long as the board is set for the thermostat mode,"Heat Cool" or "Heat Pump". Dip switch #3. Running at 20F is possible depending on the type of system. Give a call 732-800-3110 X490.
