I have an EWC-ST-2C Panel and had a Bryant AirConditioner (Evolution 17, 4-ton, Puron, 2-stage - 187ANA048000) installed to replace an old unit. The AC system does not appear to be working right. The service technicians have been looking at it for a few days and cannot determine the issue as to why the system won't cool the house. Today they mentioned it possibly may not be kicking into the 2nd stage.
My question is, does the EWC-ST-2C Panel work with this AC Unit?

The ST Series of control panels can only operate single stage equipment.
Also, the Evolution/Infinity equipment is a communicating equipment where as EWC zoning is not communicating. You can zone your equipment with EWC Controls products, but the equipment must be defaulted to 24vac control and the communication not utilized. Unfortunately, doing so will reduce the SEER rating of the equipment.
