Automatic Fan Setting not working

I have a EWC-ST-2D panel and I just installed a Honeywell TH4110D007 hoping it would fix an issue i have been having for some time. When my prior thermostat's fan setting was on "AUTO" the fan did not turn on. Unfortunately switching to the Honeywell thermostat did not fix the issue. Any suggestions on what could be causing the Fan to not turn on when the thermostat's fan is set to "AUTO"?

If the fan setting is on auto the fan should only come on when the unit is running. Is the issue that the fan does not operate at all even during a cooling or heating call.

Thank you for the response. The fan only operates when it is set to "On". It does not work at all when set to "Auto" even when the system is calling for heat. My only choice at this time is to leave the fan setting in the "On" position most of the time. Any suggestions/thoughts would be appreciated.
