Our unit is not 97% leak proof so....

I am the homeowner -- we have three MA-MD5s with EWC dampers for our two story home - two zones, first floor vs the 2nd floor. We moved into our brand new house on May 28, 2016 - about 8 weeks ago. With warmer weather and increased A/C use we have noticed that the 2nd floor air flow is quite weak compared to the first floor. Our air handler is located in our basement under the first floor.
When the dampers are closed for the first floor we still experience quite a bit of air flow out of the floor registers on the first floor. Without measuring it somehow, the leakage is not 97% as advertised. It is probably in the 60% range. If you lay a piece of paper on a first floor register it is blown away from it with the dampers closed.
Testing the 2nd floor temperature change with the system calling for A/C it took 1 3/4 hours to drop the temperature on the 2nd floor from 80 to 76.
Is there anyway to confirm that the dampers are operating correctly? We are not too confident that the HVAC contractor that was selected by our general contractor knows what they are doing.

Damper operating principles are the same except that outdoor or makeup air supply dampers are often controlled not by a thermostat and motor but by a manual cable or lever that allows the HVAC technician to leave the fresh air supply damper in a set position.
