My daughter has EWC Zone damper model MA-ND3. I removed the zone damper and I found that damper remained closed whether light is "green" or "red". Does this mean motor is no longer functioning?

I was wrong. Both dampers that are wired in parallel do open and close correctly.
What I wanted to do was if thermostat is OFF in Zone 2 that the dampers for Zone 2 would remain open and not Close when Zone 1 is calling for heat or cooling. Is there a way to do that without disconnecting Zone ...

I have the following zone system configuration:
1. EWC UZC4 (up to 4 zones) only have 2 zones.
2. Zone 1 is for first floor - and has Aprilaire damper - 2 wire connected to zone 1 panel M1 M6 connection.
3. Zone 2 is for second floor and has 2 dampers on each heat duct.
