My HVAC contractor considers this a complete job (see attached photo). IMG_2630 (1).jpeg How is this remotely acceptable? I'm also 90% sure he has wired the Heat Pump to never come on and rely exclusively on emergency heat. What's my recourse here? I'm a EE, so I reluctantly might take it all apart ...

I have a dual-stage heat pump system and do not have an OAS. I am using two ecobee3 heat pump thermostats (with two dampers) wired for dual-stage heat.
