Delay fan on for heat pump
Is there a way to delay the Fan On until the heat pump warms up? Right now my fan starts immediately upon a call for heat, so it sends cold air for 30-60 seconds.

My HVAC contractor considers this a complete job (see attached photo).

How is this remotely acceptable?
I'm also 90% sure he has wired the Heat Pump to never come on and rely exclusively on emergency heat.
What's my recourse here? I'm a EE, so I reluctantly might take it all ...

Can someone explain Staging Timer = OFF?
I have a dual-stage heat pump system and do not have an OAS. I am using two ecobee3 heat pump thermostats (with two dampers) wired for dual-stage heat. I am assuming the thermostats should call for emergency heat and the EWC should actually tell the air handler to turn on emergency heat.
